SamTrans Seeks Input On Minority And Low-Income Policies
The San Mateo County Transit District is asking the public for feedback on the levels of fare and service changes that would trigger analysis of the impact those changes would have on minorities and low-income populations.
Prior to significant fare increases or service changes, SamTrans currently reviews those changes at a staff level to determine whether their impacts are borne disproportionately by minorities and low-income populations.
In response to new Federal Transit Administration requirements, the Transit District is seeking input from the public as it develops and adopts a new set of policies governing what level of impact would result in the need to revise or mitigate the service or fare proposal.
The new requirements are that all transit agencies have a board-adopted Title VI policy by Oct. 2013. Title VI, of the Civil Rights Act of 1964, seeks to protect all people from discrimination, stating:
"No person in the United States shall, on the ground of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance."
The proposed policy includes criteria for two areas: major service changes and unfair or disproportionate impacts to minority or low-income populations.
SamTrans is proposing the level at which a given service change is considered to be a "Major Service Change" is any change to revenue miles on a specific route by 25 percent or more in any one-week period. The disparate, or unfair, impacts and disproportional burden thresholds are proposed to be triggered whenever the cumulative impact of a change affects more than 20 percent of the minority or low-income populations the system serves.
SamTrans will be hosting public meetings throughout the county in February to receive feedback on the proposal before asking the board to adopt the policy at its March meeting.
