SFPUC Public Notice

The City was informed by the San Francisco Public Utilities Commission (SFPUC) that they will be pile driving metal sheets in preparation for tunneling work at the intersection of Sunnydale Ave.  This work is being conducted to prepare a shaft for the tunneling equipment to enter the ground and to help eliminate flooding.  See below for the construction location:

Though not within Brisbane's city limits, residents coming into and leaving town may be affected with minor delays or inconveniences, including but not limited to: single-lane blockages, traffic re-routing, and pedestrian re-routing.  A flagger will be provided for traffic control, but no streets will be closed during construction hours -- Monday - Friday, 7:00am - 4:00pm, weather permitting.  Work will end on March 31, 2011.

Residents and businesses can also expect noise from the use of heavy construction equipment and maybe even some dust.  The SFPUC apologizes for any inconvenieces caused by this work and thanks you in advance for your patience during the construction.

Would you make a good Grand Juror? Can you say yes to the following questions? 

·         Are you a good listener?

·         Are you interested in trying to increase the efficiency of local governments and save taxpayer’s dollars?

·         Are you willing to serve without personal gains or hidden agendas?

·         Have you the stamina to commit yourself to a full year of productive work?

·         Can you keep a secret?

·         Can you cooperate with 18 other diverse personalities?

·         Can you ask thoughtful questions, review documents and help write lucid reports?

·         Can you chair a committee?

·         Can you devote a minimum of 20 hours of service per week?

·         Can you attend a minimum of six daytime meetings or field trips and two general meetings per month? 

If you can say yes to all of the above questions, the San Mateo County Superior Court invites you to submit an application for consideration for service on the 2011-2012 Grand Jury. Applications are now available and will be accepted until April 8, 2011.The next Grand Jury term commences July 1, 2011 and ends June 30, 2012. 

Any resident of San Mateo County for more than one year, who is a citizen of the United States, 18 years of age or older, of sound judgment and good character, with sufficient knowledge of the English language, is eligible for selection by the Appointed Grand Jury Advisor, the Honorable Gerald J. Buchwald of the San Mateo County Superior Court. Elected public officials are not eligible. 

The Court encourages all interested individuals to apply. The Court strives to obtain a cross section of the county population. After the completion of an interview process by Judge Buchwald, jurors will be selected through a random draw.

When the plea for help went out, it certainly did not return back void.  Thank you to everyone who came out to help Eagle Scout Jonathan Williamson clean up the steps at Firth Park as well as pull invasives and re-plant native plant species.  There was a lot accomplished last weekend, and you should be very proud of your efforts. 

Firth Park got a mini makeover last weekend, and will be restored even more come April 30th when residents gather for Habitat Restoration Day, sponsored each year by the City.  Watch the signboard and blog for more details...

Police Community Outreach Event

All residents are invited to come to the Community Park and meet the members of the Brisbane Police Department on Saturday, May 21st, from 11:00am - 3:00pm.  This is a great opportunity for you to see the tools used by police officers and ask questions about police work.  There will be displays and information available for traffic and child safety.

The officers will be showing their equipment, police cars, and motorcycle.  They will have members from the SWAT team, K9 Unit, and Traffic Unit.  There will also be a special section for kids to have their photo and fingerprints taken as part of a take-home child safety kit.

Don’t miss this great opportunity to meet and learn about the police department!

Tsunami Warning Update

Our hearts go out to the people in Japan who suffered mass destruction and devastation last night when an 8.9 earthquake hit off the coast of Japan - the largest to ever be recorded on the island nation.  Dozens of aftershocks have followed since, along with a tsunami, which isn't uncommon after such a great mass movement of the earth.  The underwater earthquake went on for over 3 minutes...triggering tsunami alerts to faraway coastal regions, even here - the San Francisco Bay Area. 

The San Mateo County Office of Emergency Services earlier this morning issued a voluntary alert for Pacifica, Half Moon Bay, El Granada, Pescadero and other coast side communities.  There is NO THREAT to Bay side communities, which includes Brisbane.  However, emergency crews are asking the public NOT TO gather or drive towards the coastal area/beaches at this time as this can interfere with their evacuation efforts.

Thank you for your assistance to our neighboring communities.

Recap of 3/9 Energy Savings Forum

This past Wednesday night's Energy Savings Forum brought out many Brisbane residents with a desire to be energy-efficient, as well as knowledgeable presenters who shared about the latest ways to audit energy use, save on energy costs, receive available subsidies, and reduce impacts on the environment.  In addition, several Brisbane residents shared about their experiences with installing solar panels on their rooftops, their thoughts on the company which did so for them, and how they've seen their energy bills deflate - even dropping to zero some months!  A big thanks to the Open Space & Ecology Committee for hosting this most successful event, the OS&EC Energy Efficiency subcommittee for their work in putting a fabulous agenda together, Chair of the Open Space & Ecology Committee, Ray Miller, for facilitating, and staffperson Lisa Pontecorvo for all she did behind the scenes to ensure that this night would flow as smoothly as it did!  For the links to the organizations and resources that were mentioned that night, please see below or the Open Space & Ecology Committee's webpage by clicking here.

Free Car Seat Checks

Volunteer at Firth Park

Eagle Scout Jonathan Williamson is looking for volunteers both Saturday March 12th and Sunday March 13th to help pull invasive plants in Firth Park and replace them with native species.  He will also be cleaning up the stone steps and drinking fountain.  If you are looking for a way to make a marked difference in the beauty of your community, then this is the perfect opportunity for you to do so.  Arrive at 9am and stay as long as you can. Lunch will be served.  And if you're not available to volunteer in this capacity the weekend of March 12-13, there will be another opportunity to pull invasives and restore Firth's Park's natural beauty when Habitat Restoration Day takes place at the end of April, on April 30th.  Details TBA.  In the meantime, come to Firth Park and help an Eagle Scout out!  For any questions, please contact Jonathan directly at (415) 722-1324.

Weekend Weather Update

A recent update from the National Weather Service indicates that snow is expected at sea level on the Bayside Friday afternoon and evening, and there is a concern regarding the potential for "black ice" on roadways on Saturday night. 

Now would be a good time to ensure you have at least half a tank of gas in your vehicle, that your car has an emergency preparedness kit (including a warm jacket), and that you have a cell phone charger. 

Tomorrow's evening commute will be a mess - drive safe and slow.  To the extent possible, avoid driving Friday and Saturday evening.

Sandbags continue to be made available at the Brisbane Public Works Corporation Yard, located at the junction of Lagoon & Tunnel Rd.  To learn how to lay sandbags in an area you want to protect, click here.

A Disaster-Resistant Brisbane

The Association of Bay Area Governments (ABAG) is the regional planning and services agency for the nine-county San Francisco Bay Area.  While earthquake related or induced hazards (faulting, shaking, landsides, liquefaction and tsunamis) are the first to come to mind for people living in this geologically active part of the world, there are also weather hazards (flooding, landslides, wildfires, and drought) whose effects can be mitigating by advance efforts.

Reducing, or mitigating, a hazard is most effective when a long-term plan is developed before the hazard occurs.  Brisbane’s first Local Hazard Mitigation Plan (LHMP) was approved by the City Council and then ABAG in 2005, and was the joint effort of the Community Development Department, Office of Emergency Services, Police Department, Public Works Department, and North County Fire Authority working together to ascertain Brisbane’s greatest natural disaster threats and what resources are available to respond in the wake of one becoming a reality here in Brisbane. 

With the ABAG Multi-Jurisdictional Local Hazard Mitigation Plan, “Taming Natural Disasters” approved by FEMA in November of 2010, ABAG is currently assisting local governments in updating their LHMP’s to meet the November 2011 deadline.  In doing so, special districts, counties, and cities are then eligible to receive hazard mitigation grants and have the 6.25% local match waived for Public Assistance money after a disaster.

Brisbane’s updated Local Hazard Mitigation Plan as accepted by City Council at the November 9, 2010 Council meeting will be available for public review and comment through the month of March.  You can find it at City Hall (on the lobby counter) or on the City’s website by clicking here (14.8MB).  If you have any comments, please do not hesitate to send them to the City Clerk at cityhall@ci.brisbane.ca.us.  Your feedback will help ensure a more complete plan, and a disaster-resistant Brisbane!

New Homebound Program

On March 15th, the Brisbane Library will start its new Homebound Program. The program provides free delivery of library materials such as books, magazines, movies and audio books to Brisbane residents who are unable to visit the library due to short- or long-term illness, non-driver status (Senior) or physical challenges. Specific authors and titles may be requested or library staff can select materials based on interests and preferences of the homebound patron. The lending period is longer and there are no overdue fines.

Opportunities to volunteer in the program are also available.  If you're interested in volunteering, please pick up an application at the library.

Brisbane Baylands Specific Plan

The Brisbane Baylands Specific Plan prepared by Universal Paragon Corporation (UPC) is available for public review.  Hard copies of the document are available at City Hall and the Library (250 Visitacion Ave.).  An electronic copy is available here on the City's website.  Click here to access it.  In addition, CDs containing the Specific Plan have been prepared, and can be obtained at the Planning Counter in City Hall. 

Note that the applicant's proposal is one of several alternatives for development of the site, all of which will be evaluated in an environmental impact report (EIR), now under preparation.  Once the EIR is published (anticipated in late 2011), public hearings will be scheduled to discuss the EIR, the applicant's Specific Plan proposal, and the other project alternatives.

Streets Alive 2011

2010 was the inaugural year for this county-wide event, but unfortunately, heavy rains started falling the morning of the event and it needed to be cancelled.  Needless to say, we, and the County, are hoping for blue skies this year.  Staff attended the first planning meeting for Streets Alive this past week, and are in the midst of programming the day.  The whole goal of Streets Alive is to be active on open streets, so you can expect an opportunity to do just that, and experience Brisbane in a new way.  More details to come...

New Code Enforcement Program

In an effort to keep Brisbane the safe and desirable living and working environment that it is, the City has commenced a new Administrative Code Enforcement program.  The goal of the program is to work in partnership with responsible person(s) to accomplish the corrective action and maintain Brisbane's quality of life...all the while avoiding the courts and saving on legal fees which normally would rack up if using the judicial method in dealing with code violations.

Lifeguard Training

Interested in becoming a lifeguard?  Now is the time to be trained by the best!  Participants must be 15 years of age, have the ability to swim 300 yards continuously and with rhythmic breathing, and be able to retrieve a 10-pound object from 8 feet deep and swim 20 yards with the object.  Participants must also have a good work ethic!  Training will take place between April 4 - 8, 2011.  Please call (415) 657-4321 for more information.

Brisbane Firefighters

Earlier this week, Brisbane Firefighters made a special delivery to EBI Aggregate owner, Bob Guida.  As you may have read in this post, Bob and his staff generously donated enough asphalt to the Brisbane Fire Dept. so that a few "trouble spots" at Station 81 could be rehabilitated.  So if you see a fellow walking around sporting a BFD t-shirt, don't expect him to be ready to put out any fires, per se...thank him instead for his warm and generous heart!

Caltrain Under Fiscal Distress

On Thursday, February 3rd, Caltrain Board of Directors set two public hearings to receive comments on possible service and fare changes, station closures as well as to declare a fiscal emergency.

Caltrain Executive Director Michael J. Scanlon called the board’s action “the first step in the process” and said, “Hopefully, we will be able to come up with additional funding sources before we are forced to implement drastic service changes.” 

Operation of the current 86 train schedule would result in a $30 million deficit.  With projected available funds, Caltrain would be forced to operate 48 trains only during weekday peak-commute hours.  In addition, service would be suspended at up to seven of the following stations: Bayshore, South San Francisco, San Bruno, Burlingame, Hayward Park, Belmont, San Antonio, Lawrence, Santa Clara and College Park. 

All other service would be eliminated, including weekday service outside the commute peak, service south of the San Jose Diridon station, and weekend service. 

Service for special events, including baseball games and Bay to Breakers, also would be suspended.

A 25-cent increase to the base fare also will be considered.

Caltrain’s fiscal year begins July 1 and changes to service would take effect July 2.    

The public hearings will be held at the March 3 Caltrain Board meeting at 10 a.m. at 1250 San Carlos Ave. in San Carlos.  

In addition, four community meetings will be held throughout the Caltrain service area to give the public additional opportunity to review proposals, ask questions and provide comment.

­­­­­­­­­­­­Caltrain relies on contributions from its three partner agencies - the City and County of San Francisco, the San Mateo County Transit District and the Santa Clara Valley Transportation Authority – to balance its budget.  

Information about the proposed declaration of fiscal emergency and service and fare changes will be posted on the Caltrain website – www.caltrain.com - by Feb. 9. 

Last year, SamTrans was forced to reduce its annual contribution to Caltrain.  As a result, four midday trains were eliminated, staffed ticket offices were closed and zone fares were increased 25 cents. 

This year, SamTrans is expected to reduce its annual contribution to Caltrain to approximately $4.8 million, a reduction of approximately $10 million.  If the other partners follow suit, the budget shortfall is expected to be $30 million.

Does the following look like a legitimate e-mail to you?

Don't be fooled.  The community member who received it wasn't.  After reading this e-mail from "Bank of the West", they replied saying they didn't have an account with them.  What they got in return was an e-mail with a login field.  Using a made-up login ID, they saw on the subsequent page more fields, asking for all of their personal information.

Scammers are becoming more savvy these days, and we need to make sure we're "on guard" against them and their schemes.  Click here to read some helpful tips on how you can do just that, and the top 10 scams everyone who uses e-mail should be aware of.

A Very Helpful Donation

Earlier in 2010, Station 81 was in need of some outdoor improvements.  The task at-hand was to asphalt three specific weed-infested areas: the front hydrant area and two locations to the rear of the station.  Pictures shot by Firefighter Isaac Hinojos depict the problem areas:

Thanks to the generous donation of materials rendered from EBI Aggregate, Station 81's outdoor improvement project was a success.  Not only did the new asphalt help with weed control but it also enhanced the overall appearance of the Brisbane Fire Station.

Special thanks and appreciation to Bob Guida and his staff.  Soon, the firefighters will be presenting them with a few tokens to show their sincere appreciation in true Brisbane firefighter spirit.  Stay tuned...

Follow-up to the Fence Survey

Thanks for your help! A recent on-line survey initiated by the Planning Commission to get community input on the subject of residential fences generated over 50 responses.  The Commission is taking these comments into account in developing recommended fence regulations for the City Council’s consideration.  Based upon your  feedback, the Commission is considering allowing the 6 ft. height limit for residential fences in side and rear yards to be raised to 8 ft. through the addition of lattice, while requiring a public hearing to build new chainlink fences in the residential districts.  A draft ordinance will be posted on the Community Development Department’s webpage prior to the Planning Commission’s public hearing at 7:30 pm on February 10th, and you are invited to attend.

 

SFO Aircraft Noise Presentation
