Fire Station Update

With the modulars having been delivered last week, this week and the early part of next week is all about getting them readied for the firefighters to move in.  Because the utilities were identified by City engineers as being located to the left of the Fire Station (looking from Bayshore Blvd.), it was decided that the best spot for the modulars would be on that left side (instead of the right side where the staging trailer was set up).  

The Brisbane Fire Station got its start as a volunteer station back in 1932, so it is only fitting that the labor and materials used for the modular be local to Brisbane.  For instance, the men below are from Stellar Plumbing, Inc. who recently moved their offices to 23 San Bruno Ave.  Abner, Daryl, and owner Lon Carter all live in town.  So it's no wonder that if there are items such as recycled wood from a recently remodeled house in Brisbane, they know about it and are using it.  In the left-hand picture below, Lon is drilling in a ledger board (the recycled wood mentioned earlier) which the shower will mount on and be screwed into from above.  In the right-hand picture, Daryl and  Abner help Lon place the shower.


And, a plus is that Stellar Plumbing has made a lot of purchases for this Fire Station project at none other than at Brisbane Hardware.  Thank you for your hard work in helping give our firefighters a place to call "home" for now.

2010 State of the City

On Tuesday, October 26th, the State of the City Address was given by Mayor W. Clarke Conway at the Radisson Hotel in Brisbane.  The event was sponsored by Seton Medical Center in conjunction with the Brisbane Chamber of Commerce, and Larry Purcell, Vice President of Purcell Murray Company and Chairman of the Chamber, served as Master of Ceremonies.  Seven packed tables came to hear what was in store for Brisbane's future, and to hear about some of the projects completed in the last year.  If you weren't able to be there, and don't subscribe to Comcast to catch a replay on Ch. 27, then scroll on below and watch it here.

Harbormaster of the Year

Ted Warburton, Brisbane's Harbormaster, is all smiles.  And he has every reason to be.  Two weeks ago, he was down in Dana Point for the 62nd Annual Conference and Awards Dinner of the California Association of Harbormasters and Port Captains.  Every year, an individual is chosen by the Association to be recognized for their efforts...and everyone there knew who this year's award recipient was...everyone besides Ted.  He was shocked when they announced his name, but really, we know he shouldn't be.  He is well-deserving of this prestigious award, and we are proud to have the 2010 State Harbormaster of the Year here in Brisbane!  We'll end this post with a close-up of Ted's newest achievement:

13th Annual Winter Clean Up

2010 marks the 13th Anniversary of Brisbane’s Annual Winter Clean-Up!  This is the time of year when residents join together to ensure that the community is properly maintained and ready to face the upcoming winter months.  In severe winter storms of the past, fallen dead branches and unkempt plants became uprooted and often clogged storm drains and gutters, causing flooding. To help prevent these types of problems, the City is designating the weekend of November 13th and 14th in Brisbane to be “Winter Storm Preparedness Weekend".

During these two days, dumpsters - ONLY FOR YARD TRIMMINGS - will be placed throughout town, as close to each street and neighborhood as possible.  See below for the location of the dumpsters in Central Brisbane and the Ridge.

Some important things to keep in mind when cleaning up your property:

Do not place yard trimmings in plastic garbage bags into the dumpsters, as this will make the entire load un-recyclable.

All trimmings and branches placed into a dumpster MUST BE LESS THAN 4 INCHES IN DIAMETER.

NO RUBBISH or other WASTE is to be disposed of in these dumpsters.

Please do not attempt to trim tree branches touching or near PG&E high voltage power lines.  Call PG&E if you have any questions or concerns at (800) 743-5000.

The City will help you dispose of tree trimmings and large branches but CANNOT go on private property to help cut them down or haul them to the street.

If you need assistance or to arrange for pickup, please call the 13th Annual Winter Clean Up Hotline (508-2146) between 10:00 a.m. - 3:00 pm Saturday, Nov. 14th and between 9:00 a.m. - 1:00 p.m. Sunday, Nov. 15th.  Loads must be less than four cubic yards and no branches or logs larger than 4 inches in diameter or 6 feet in length will be picked up by the City maintenance crews.  For information regarding tree removal, please call the Public Works Department at 508-2130.

Thank you in advance for your willingness and cooperation in this Citywide effort.  If we all pitch in this year, we can prevent problems from occurring during the winter rains!

Brisbane Planning Changes

Theresa Maturo, having served on the Brisbane Planning Commission since April of 2005, was honored at the October 4th City Council meeting for her service and dedication to the community. Soon to be moving out of Brisbane, Theresa submitted her resignation, and said at her recognition ceremony how much she "absolutely and thoroughly enjoyed" being a part of the Brisbane community and serving on the Planning Commission.

Approximately one year remains on her term and the City Council is now accepting applications for this position.  Once this one-year term expires, the City Council will begin the recruitment process for a full, 4-year term.  Click here to learn more about the primary duties of the Planning Commission.  If you are interested in applying for this one-year term, please contact Sheri Spediacci at 415-508-2113 or send her an e-mail at  The deadline to apply has been extended to November 15, 2010.

Also at that October 4th City Council meeting, former Interim Community Development Director John Swiecki was sworn in by the City Clerk as the City's new Community Development Director.  John will continue working on the projects of former Community Development Director Bill Prince, which include the Baylands, Sierra Point Design Guidelines, Housing Element, and General Plan update.

Fire Station Update

The modular trailers arrived on schedule Wednesday, October 20th. Between then and November 1st, work will be done to ready them for the firefighters who are still scheduled to move back to Brisbane on Monday, November 1st. Brisbane fire crews will be stationed in Brisbane during the day, and relocate to Station 93 in Daly City (464 Martin St.) during the evening hours. If you need to get a hold of them at any time of day, please call the main Fire Dept. line, (415) 657-4300 as they are regularly checking messages left for them.

Airport Noise

Wind speeds and patterns change throughout the year, resulting in pilots flying in and out of SFO to use alternate routes.  This is of course due to safety reasons, where most planes need to reach an altitude of at least 400 ft. and be safely airborne and before making any turns.  In times of low westerly winds, Runway 01, or a port departure, is used.  This runway faces Oakland, so if a plane is headed to Southern California, Las Vegas, or a destination in Arizona, the plane would need to make a 270-degree turn in order to face south).  In times of high westerly winds, Runway 28, or a Shoreline departure, is used.  This runway faces northwest towards Pacifica so planes heading south would fly towards the ocean along the Gap (a natural dip in the ridgeline between SFO and Pacifica) before turning left to fly south.  On west wind days, it's the planes that are headed to an eastern location that can cause noise problems in Brisbane.  A properly-flown Shoreline departure would have planes remaining on the east side of Highway 101 before turning right towards Oakland.  However, if this departure is poorly-flown, planes will fly too far northwest before turning right, and thus fly over Brisbane.  (If hearing runway numbers is confusing, just remember that SFO is 10 degrees to the right from all cardinal compass directions.  Therefore, Runway 01 is 10 degrees to the right of due North, Runway 10 is 10 degrees to the right of due East, or 100 degrees from due North, Runway 19 is 10 degrees to the right of due South, or 190 degrees from due North, and Runway 28 is 10 degrees to the right of due West, or 280 degrees from due North).  

Residents can know that work is being done by both the City Council and City Management to make sure Brisbane residents no longer need to put up with such loud overhead noise.  Community input is extremely important in affecting changes to flight patterns, as well.  Call tallies from community members calling in to the Aircraft Noise Abatement Office are reported to the Airport Community Roundtable during their public meetings.  So, it certainly makes a difference to report your complaints.  Don’t just sit idly by!  To report airport noise, note the specific date and time when you noticed the occurrence and call or e-mail the SFO Noise Abatement Office using the information below:

On Wednesday, October 20th, Councilmember Richardson and City Management met with SFO Airport Director John Martin and Dave Ong from the SFO Airport Aircraft Noise Abatement Office.  The purpose of this meeting was to discuss the increase in overhead noise in Brisbane due to airplane traffic.  Currently, Brisbane has one permanent noise monitor, located at the Margaret Tank (directly south of the 400 block of Kings).  In an effort to get more useful data for proper analysis, the Airport is looking to install two more noise monitors and will be working closely with the Public Works department at the City to determine their prime and secure locations.  After those are installed and more data is collected, a follow-up meeting will take place in late November/early December on suggestions for fixing the overhead noise issue.  A presentation to the City Council will follow, most likely early next year, and will cover the analysis gained from the installation of the additional two noise monitors and future steps to make sure this no longer is an issue in town.  In the meantime, please do continue to report airplane-related noise complaints by calling the SFO Aircraft Noise Abatement Office.

Lipman Students Lend a Hand

This past Wednesday, 13 Lipman students volunteered an hour of their time to help with weeding at the Community Park.  They were supervised by Growing Green Hand's Tamberly Mott, volunteers Paul Bouscal and Marge Buschman, and of course, Public Works staff Linda Baston Conway and Joe Friars who were on-hand helping to lay down tarps and hand out gloves and tools.  

Thank you to Brisbane Hardware for donating gloves to the kids!  And, last but not least, THANK YOU to the students who pulled, heaved, and carried tarp-fuls of weeds to the PW truck for disposal.  You all get an A for effort!

Rebate Information

One of the topics of discussion at this past Wednesdays's Open Space and Ecology Committee meeting was how individuals who may be doing improvements or remodels at their homes can take advantage of the tax incentives and rebates that are readily available, but may be expiring by December 31, 2010.  Here are some resources that can help you to reduce your home's energy usage, and how you can qualify for the available tax incentives and rebates.

  • has the latest rebate information, catalogs, and guidance for your next energy efficiency upgrade
  • If you're ready to apply for a rebate, you can apply online through eRebates at  With PG&E's eRebates, you can also check the status of your rebate application.
  • Existing homeowners are eligible for tax credits up to a maximum of $1,500 for making energy-efficient home improvements.  Refer to the American Council for an Energy-Efficient Economy (ACEEE) matrix (note the deadlines in the "Years Covered" column).
  • The Tax Incentives Assistance Project (TIAP) gives consumers and businesses the information they need to take advantage of the federal income tax incentives passed by Congress as part of the Energy Policy Act of 2005 (EPACT), and extended through the American Recovery and Reinvestment Act of 2009 (ARRA).

Fire Station Update

The digging that is going on outside of the Brisbane Fire Station may have caught your eye. Workers are installing the interim water, sewer, and gas lines for modular trailers that were ordered yesterday by the City.  It will be 1 month on October 16th since severe mold was discovered at Station 81, resulting in the Brisbane firefighters traveling between Station 93 in Daly City (464 Martin St.) where they spend nights, and Station 81 in Brisbane (3445 Bayshore) where they are stationed in a staging trailer during the day.  This staging trailer, however, is meant solely for such purposes and not equipped with showers, bathrooms, or sleeping quarters.  The mobiles that were ordered today, so that the firefighters can remain in Brisbane around the clock, will be equipped with such, as well as a kitchen for them to once again cook together as a crew.  The mobiles are scheduled to arrive October 20th and all of the final connections are targeted for completion by the end of the month, with the firefighters back in Brisbane 24/7 by November 1, 2010.

"The Tempest"

The Brisbane Women's Club proudly presents The San Francisco Shakespeare's Festival performance of "The Tempest" on Sunday, October 24th at 2:00pm.  The event will take place once again at the Mission Blue Center in Brisbane.  Click here to view the complete flyer.

"The Tempest" has been regarded as the pinnacle of Shakespeare’s dramatic output, widely believed to be his final and most autobiographical play.  The story captures the essence of the human condition with its compelling and timeless themes. Forgiveness versus revenge, good versus evil, freedom versus captivity, and youthful impetuousness contrasted with aged wisdom are just some of the ideas that Shakespeare illuminates with his powerful and poetic storytelling skills. It's a true delight that the Fall 2010 tour of The Tempest will soon be here in Brisbane!

The production is professionally directed and suitable for elementary students through adults. Five highly-skilled actors in costume, with set, props, and recorded music will be performing a 55-minute production of "The Tempest" in just a couple short weeks here in Brisbane.  There is NO ADMISSION CHARGE for the performance, so if you haven't already done so -- mark your calendar now -- we wouldn't want you to miss out on this once-a-year event!

Free Home Repairs

 In partnership with the City of Brisbane, Rebuilding Together Peninsula is offering Free Home Repair assistance to qualified Brisbane homeowners.  Rebuilding Together Peninsula is a non-profit, volunteer organization dedicated to repairing nonprofit community facilities and homes of those in need.  The services provided are FREE and will not affect any other benefits homeowners receive.  Volunteers complete all of the repair work. Providing safety, warmth, and independence is the organization's priority.  National Rebuilding Day is primarily a one-day project and will take place April 30, 2011.  Applications are due by Friday, October 29, 2010 (Extensions may be permitted, as needed).  For more information or an application, please call (650) 366-6597.

Brisbane Firefighters Update

The firefighters continue to stay at Station 93 in Daly City during the evening hours - returning to Brisbane during normal working hours - as analysis for a more long-term solution is done in response to the severe mold discovered a few weeks ago at the Brisbane Fire Station.  But this back-and-forth scenario will only be for a little while longer.  On Monday night, the City Council approved the rental of a triple-wide trailer which is to be installed by the end of October at the current location of the Brisbane Fire Station (Station 81 is currently located at 3445 Bayshore Blvd).  But to give you an idea of the route the Brisbane Firefighters take from Daly City to Brisbane, see the map below:

They basically take a left at Carter Dr., and another at Guadalupe Canyon Parkway before hanging a right onto Bayshore Blvd. and entering Brisbane.  The total driving distance from Station 93 to Brisbane City Hall is 2.1 miles.

We are glad that our Firefighters will be able to return to Brisbane by the end of the month - the premiere goal of the City Council and staff, and the Firefighters themselves are most definitely looking forward to spending their nights back in town!

Brisbane Derby & A "Day in the Park" Festival

We're all set and ready to go for the Brisbane Derby and "Day in the Park" Festival tomorrow!

The festivities begin early tomorrow, but for some, they've been waiting a whole year for this day to come again.  Come to San Francisco & Plumas tomorrow at 8am to get a nice spot along San Francisco Ave. and watch cars be raced down the hill.  This has been a Brisbane tradition since the 1930s - only, the racers were a little bigger in size...(that's because the Brisbane Derby used to be sponsored by the the Volunteer Fire Department!)

While the races are still going on and trophies are awarded to each of the competing age groups, the Community Park will be buzzing with community groups (Women's Club, Mothers of Brisbane, Lion's Club, Eagle's Club, Brisbane Youth Sports Association) telling about the various efforts they've invested in, and City Departments and Committees (Parks & Recreation, Police, Open Space & Ecology Committee) providing useful resources to the community.  There will also be a Public Safety booth to provide residents with critical information in case an emergency should ever take place in Brisbane.  So come and arm yourself with great information, while enjoying some tasty BBQ, corn on the cob, and cotton candy while you're at it!  Oh, and let's not forget baked goods and ice cream.  The event goes until about 5:00pm.

Also, this coming Monday, October 4, the City Council will be convening at 7:30pm at City Hall - 50 Park Place.  Come and join for the dedication of the bird signs on Tunnel Ave. Bridge, recognizing Teresa Maturo for her service on the Planning Commission, and swearing in John Swiecki as the new Community Development Director.  After a break for refreshments, the City's new website will be unveiled.  Come and hear what the Council has to say, and share your own thoughts and ideas!  And always remember that if you can't make it to a Council meeting, or don't have Comcast, then you can view the City Council meetings on your computer by visiting the meetings page.

Water Update

Utilizing Technology in Our Water System

If you were out yesterday in Crocker Industrial Park, passing through North Hill to be exact, you may have noticed some guys in orange safety vests and some with hard hats looking down into a 12' x 6' hole they had dug on the lawn.  They - Redwood Engineering and a couple staff from the Brisbane Public Works Dept. - were assessing the location of the existing facilities (i.e. gas, water) below ground.  They were doing this to see where a future flow control vault station could fit at the water supply turnout location (there are 5 total, in and around Brisbane).  The purpose for installing these flow control vault stations is simply so that the City has better control over the water it receives from San Francisco Public Utility Commission (SFPUC).

Wondering how technology is a part of all this?  Well currently, the City cannot currently monitor in real-time the flow of water as it comes through SFPUC's meter valves.  After the project is completed, City engineers will be able to do this through the SCADA, or Supervisory Control and Data Acquisition, computer at City Hall.  Inside the vault stations, new valves and pipes will also be installed.  Valves are necessary components of any water system, and these will be specially fitted with sensors which are able to respond to changes in water pressure or flow by opening or closing the valve.

So there you have it.  Technology will play a part in the SCADA computer being able to "talk" to the valves from a remote location (City Hall), by closing and opening them, and the valves will be able to "talk back" to the SCADA computer by passing along data which the engineers at City Hall will use to closely monitor water quality, flow, and pressure.

There will be 4 more site investigations taking place today, next Monday, Tuesday, and Wednesday to see where the existing facilities are located.  See below for the schedule and the approximate locations of where they'll be digging:

  • Thursday September 30th - Friday October 1st | 100 San Francisco Ave.
  • Monday October 4th - Tuesday October 5th | 11 San Bruno Ave. @ San Francisco Ave.
  • Tuesday October 5th - Wednesday October 6th | 1150 San Bruno Ave. @ Bayshore Blvd.
  • Wednesday October 8th - Thursday October 9th | Main Street (in SF)

For the work taking place next Monday - Wednesday on both ends of San Bruno Ave. (at Bayshore and San Francisco), there will be traffic cones placed along the shoulder where they will be conducting site investigation work.  Additionally, two flagmen will be present at the intersection of Bayshore and San Bruno to help direct traffic.  Please exercise caution when driving through any of the above site investigation locations.  And, once again, thank you for your patience as work on this very important project commences!

Disaster Preparedness Training

Are you Ready? Starting October 5th, we will be opening our Community Emergency Response Team training to all Residents and Employees of Brisbane. This FEMA-developed training course was previously only available to Community Emergency Volunteers (CEVs). For the first time, this course is now available to all interested parties. This eight-module series of two-hour classes will be held from 7pm-9pm (please check the flyer for location of each class). Attendance at all classes is suggested, but not required. This is your chance to make sure you and your family are ready should a disaster happen in our town.

President declares National Preparedness Month

September is National Preparedness Month and this year the Ready Campaign, partnered with the Ad Council and the Weather Channel, is spreading the emergency preparedness message to as many households as possible by launching a new series of public service announcements (PSAs) asking all Americans to participate in National Preparedness Month by preparing themselves for the full range of hazards threatening the United States including natural disasters, cyber attacks, pandemic disease, and acts of terrorism.  This year marks the fifth anniversary of Hurricane Katrina, one of the most tragic and destructive disasters in American history.  In remembrance of this national tragedy, we must reaffirm our commitment to readiness and the necessity of preparedness.

By empowering Americans with information about the risks we face, we can all take concrete actions to protect ourselves, our families, our communities, and our country.  The Federal Emergency Management Agency's (FEMA) Ready Campaign provides simple and practical steps every American can take to be better prepared. Some of these simple and practical steps start with attending the 6th Annual San Mateo County Disaster Preparedness Day, Visiting the Public Safety Pavilion at the Brisbane Day in the Park on October 2nd, visiting our Disaster Preparedness Section, and/or simply purchasing an Emergency Preparedness Kit. Remember, each month OES will publish a tip of the month to help you with Emergency Preparedness tips.

Fire Station Update

The Brisbane Firefighters, who returned to town this past Sunday after spending three nights in Daly City, will need to return to Station 93 in Daly City (10 Wembley Dr., Daly City) during the evening hours for the time being.  A trailer, located beside the Fire Station on Bayshore Blvd., was originally intended to be used for staging purposes and thus did not contain sleeping quarters, a shower, kitchen, or have proper outdoor lighting.  Additionally, the Brisbane fire engine needed to be parked outdoors at night due to there being mold detected in the bay/garage area of the fire station.  Earlier this morning, fire administration and city management decided that in the interest of the firefighters' safety, the best solution at this point in time was to relocate the firefighters back to Daly City during the evenings, but have them be in Brisbane during the day.  In Daly City, the firefighters will have gotten the rest they need, have ready access to the fire engine and their gear, and be able to shower and cook while concurrently, a longer-term solution is worked upon and investigated.  We will update the community when any other additional information becomes available.  Thank you for your understanding and patience regarding this matter.

Turning Across Double Yellow on Visitacion Ave

The Brisbane Police department would like to pass on the following information:
Citizens and Business Owners have voiced their concerns regarding the traffic hazards of turning over the double yellow lines to get into a parking spot. We would like to remind you that making a turn over the double yellow lines into a parking spot is a violation of California Vehicle Code Section 21460 (a).
Exceptions to this section are pulling into driveways and private property. Drivers seen illegally turning over the double yellow lines may be cited. This situation can easily be avoided by making a legal U-Turn the next intersection unless that intersection is posted otherwise.

Arrange an Out of Area Contact Person and Complete an Out of Area Contact Card

July’s tip of the month is to arrange an out-of-area contact person and complete an out-of-area contact card for each of your family members.

During disasters, phone services and other means of communications often become disrupted. Anxiety adds to the stress of the event as you wonder if your loved ones are safe. An out-of-area contact can ease worry regarding your family’s well-being.

If you are separated from your loved ones when disaster strikes, you will wonder how and where they are. The stress of the event may make it difficult to remember information as routine as phone numbers. We recommend every family member in your household have an out-of-area contact card in their wallet, purse, or backpack at all times.

Ask an out of area-of-area friend or family member to be your contact person. This is the person each of your family members will call to let them know how and where they are. This information will be relayed back to each of your family members as they call and report their status as well.

Phone lines were “hardened” years ago to withstand nuclear attacks and are quite resistant to damage. It’s difficult to make local calls not because of damage, but because of the number of people that are trying to make phone calls at the same time. However, you are typically able to make long distance calls. You should always keep a phone at home that does not require electricity. Cordless phones require electricity! If the power is out – your cordless phone is out!

Pay phones are part of the emergency services network, and are a priority to be restored to service. Tape coins needed to use a pay phone to your out-of-area contact card so you are always able to make a call if a disaster strikes.

Cellular phone systems may be damaged or overwhelmed during a disaster.  Since texting takes up much less of the wireless system capacity than voice-to-voice call, you may be able to get through by texting when the system is unable to make or receive calls.

Print the City of Brisbane's Out-of-Area Contact Card. Complete this card and give one to each of your family members. Remember to tape the necessary coins to to if just in case you need to use a pay phone!

With Fire Season approaching our tip of the Month for May is to participate in our 4th Annual Wildland Fire Evacuation Drill Participation will improve Brisbane's safety preparations in two ways. First, you will learn the City's evacuation and assembly plan for residents, which may prove to be life-saving information in case of a real emergency. Second, your voluntary evacuation will provide public safety personnel the real-world challenges of directing outbound residential traffic and inbound fire protection equipment. This is also an opportunity to test your own personal evacuation plan and family reunification plan which may also prove to be life-saving during a real emergency.

May 2010 4th Annual Wildland Fire Evacuation Drill

North County Fire Authority (NCFA) and Brisbane Office of Emergency Services will simulate an ordered evacuation of Sierra Point Road residents (between Humboldt Road and San Benito Road) on Saturday May 22nd, 2010 starting at 9am. Evacuation of Sierra Point Residents is completely voluntary, but your participation will help improve Brisbane's safety preparations. Although we are only evacuating residents on Sierra Point Road, all Brisbane residents are welcome to participate. Starting at approximately 9am, Police will start the evacuation of Sierra Point Residents using loud speakers. Listen for the evacuation order and head to either the Sierra Point Yacht club (if you choose to evacuate by car) or to the Community Park (if you choose to evacuate on foot) to be checked in at the Residential Assembly Point.

October 2009       Flu Season Starts Oct 1st                         

October 1st starts the beginning of flu season and this year flu season is much more complex than other years with the arrival of the H1N1 (swine) flu. It is more important than ever to stay informed and take steps to help lessen the effects of the flu in our community. There are three steps you can take to help prevent yourself and others from getting the regular (seasonal) flu or H1N1 (swine) flu. 

  • Get a flu shot
  • Wash your hands often
  • Avoid contact with sick people 

There are things you can do to protect yourself and others from the flu by reading the “What’s New with the Flu” brochure from the San Mateo County Health Department. 

September 2009  6th Annual National Preparedness Month

September is National Preparedness Month and this year the 5th Annual San Mateo County Disaster Preparedness Day, Visiting the Public Safety Pavilion at the Brisbane Day in the Park on October 3rd, visiting our Disaster Preparedness Section, and/or simply purchasing an Emergency Preparedness Kit from City Hall. Remember, each month OES will publish a tip of the month to help you with Emergency Preparedness tips.  

May 2009              3rd Annual Wildland Fire Evacuation Drill 

North County Fire Authority (NCFA) and the City's Office of Emergency Services (OES) will simulate an ordered evacuation of Humboldt Road Residents (between Solano Road and Glen Park Way) starting at 9AM on Saturday May 16, 2009. Participation is completely voluntary and if you choose to participate, please follow the directions of the public safety personnel and drive to the Residential Assembly Point located near the Sierra Point Yacht Club at the Sierra Point Marina. Should you need to evacuate on foot, there will be an assembly point at the Community Park, along with transportation to the Residential Assembly Point at the Marina.

April 2009  Swine Flu Information

The human swine flu outbreak continues to grow in the United States and internationally. According to Centers for Disease Control (CDC), as of April 28 there have been 64 laboratory confirmed cases in the United States; 11 of which, San Mateo County Office of Emergency Services (SMC OES) reports, are in California. There have been no reported cases in the Bay Area or San Mateo County. SMC OES is working closely with the State and CDC, along with neighboring counties to slow the spread of the swine flu. The presentation of the swine flu is very similar to regular seasonal flu (fever, sore throat, cough, congestion, and muscle aches). We must all continue to take the same preventative measures we took during this past seasonal flu 


  • Cover your nose and mouth with tissue when you cough or sneeze. Throw the tissue in the trash after you use it. Cough or sneeze into your elbow instead of your hands.
  • Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol based hand cleaners are also effective.
  • Avoid touching your nose and mouth. Germs spread that way.
  • Try to avoid contact with sick people. Influenza in spread mainly person-to-person through coughing or sneezing of infected people.
  • Stay home when you are sick or wear a mask when out in public.

April is Earthquake Preparedness Month

This month's devastating earthquake in Italy, along with the earthquake we encountered here in the Bay Area in March, reminds us of the importance of being prepared for an earthquake here in Brisbane. Are you prepared if we had an earthquake tomorrow? Visit our news section and learn about getting a kit and making a plan. You can also visit our specific disaster section and learn about earthquake safety. Here are 10 simple things to think about when preparing for an earthquake:

  •  Have an Emergency Preparedness Kit in your home, car, and at work.
  • Decide where your family will reunite if separated.
  • Keep a list of emergency telephone numbers.
  • Choose an out of area contact person for your family to report their whereabouts and conditions to. It may be easier to contact an out of area person than it would be to contact a local person if phone lines are busy or down.
  • Learn how to shut off gas, water, and electricity in case lines are damaged.
  • Keep breakable heavy objects on lower shelves.
  • Secure your water heater and appliances that could move.
  • Learn the safe spots in your home; under sturdy tables, desks, or against inside walls.
  • Learn the danger spots in your home; windows, mirrors, hanging objects, fire places, and tall furniture.
  • Conduct practice drills. Practice "Drop, Cover, and Hold On" and physically place your and your family in safe locations. Put your family plan to the test and make sure it works for your family. If not, make necessary adjustments.

March 2009 Earthquake shakes Bay Area

A moderate earthquake shook Northern California today, March 30, at 10:40am. The U.S. Geological Survey said the earthquake measured a magnitude of 4.3 and centered 11 miles north of the City of Morgan Hill and 16 miles east-southeast of San Jose City Hall. Flu Season Begins October 1st 

October 1st marks the beginning of another flu season. The best prevention of spreading the flu is frequent hand washing. Also avoid touching your eyes, nose or mouth and avoid contact with people who are sick. Always cover your nose and mouth with a tissue when coughing or sneezing and place your tissue in the trash. View the checklist from the San Mateo County Health Department on things you can do to protect yourself and others from the flu.

Lowes Home Improvement will be present to educate residents on California Native Drought Tolerant Fire Safe Plants and their use in creating defensible space.

Disturbing News

A recent article in Government Technology's publication, Emergency Management, reported that only 7% of the population has taken the three steps the Red Cross considers necessary to be prepared for an emergency: 
get a kit, make a plan, and be informed.

Some more surprising results from this poll of 2,500 respondents:

- 90% of Americans who have a disaster kit feel prepared. Yet only 28% actually have a kit.

- 60% of American households have a pet, yet only 37% have a plan for their pets during a disaster.

So, knowing all this, what can you do?

Please take the time to prepare your family for the disaster we can only hope never arrives.  Remember, Red Cross 3-Day Emergency Preparedness Kits are available for purchase at a discounted rate to Brisbane citizens and employees of Brisbane businesses.  Just stop on by City Hall!

Our tips for 2009 include Getting a Kit, Making a Plan, and Being Informed about potential disasters in our area. Being informed about the potential disasters you may encounter is the beginning step to understanding Emergency Preparedness. In 2010, we will continue to give you tips each month - something small you can do to help you become and stay more prepared.  Brisbane Office of Emergency Services would like to wish everyone a Happy and Safe Holiday Season. 

November 2009

This November, we would like you to Be Informed about the H1N1 (Swine) Flu. The regular (seasonal) flu comes every year. With the spread of the H1N1 (swine) flu virus, many more people may get sick. That’s why it’s important to help stop the spread of the flu, to recognize signs of the flu, and know what treatment you should use if you get the flu.  There are three steps you can take to help prevent yourself and others from getting the regular and H1N1 flu:


1.  Get the Flu Shot! This is the first and most important step to protect against getting the regular flu. A new vaccine for the H1N1 (swine) flu may be available soon.


2.  Avoid the Flu Virus! The H1N1 (swine) flu is spread from person to person the same way as the regular flu, by coughing, sneezing, or touching something with the flu virus on it, such as a desk, doorknob, or telephone, and then touching your eyes, nose, or mouth. Take these steps daily to avoid getting or spreading the flu virus:


·        Cover your nose and mouth with a tissue or the inside of your elbow when you sneeze or cough and throw the tissue away.

·        Wash your hands often with soap and water or alcohol hand cleanser, especially after you cough or sneeze.

·        Avoid touching your eyes, nose, or mouth – germs spread this way.

·        If you are healthy, try to avoid contact with sick people.

·        If you get the flu, stay home until your fever is gone for at least 24 hours (without needing to take any medicine to stop your fever).


3.  Be aware and be prepared! Avoid contact with anyone that is sick. Follow the advice of health officials who will notify the public about sending children home from school or childcare and cancellation of other public events. The symptoms for both the regular flu and H1N1 (swine) flu are similar:


·        High fever, chills, and body aches

·        Muscle aches

·        Sore throat

·        Dry Cough

·        Headache

·        Runny nose or stuffy nose

·        Very tired

·        Sometimes nausea, vomiting, or diarrhea


If you or someone you know get the regular flu or H1N1 (swine) flu you should:


·        Get plenty of rest

·        Stay home and away from people

·        Drink plenty of clear fluids, such as water or juice

·        Avoid alcohol, coffee, tea, and tobacco

·        Take medicine to relieve flu symptoms such as Advil

       or Tylenol

·        Write down information like medications and date and

       time of symptoms

·        Call the Doctor if Symptoms get worse

Emergency Warning Signs - Children: 


      ·         Fast breathing or trouble breathing

      ·         Blue or gray skin color

      ·         Not drinking enough fluids

      ·         Severe or constant vomiting

      ·         Not waking up or interacting

      ·         Being irritable and not  wanting to be held

      ·         Symptoms improve but return with fever & bad cough


Emergency Warning Signs - Adults:


      ·         Difficulty breathing or shortness of breath

      ·         Pain or pressure in chest or stomach

      ·         Fever does not improve with over-the-counter medicine

      ·         Sudden dizziness or confusion

      ·         Severe or constant vomiting or diarrhea

      ·         Symptoms improve but return with fever & bad cough

Fall began September 22, 2009 and we have had several Thunder and Lightning Storms this year. For October we would like you to be informed about Thunderstorms, Lightning, and Power Outages.

In the United States, lightning kills 300 people and injures 80 on average, each year. All thunderstorms produce lightning and all have the potential for danger. Those dangers can include tornadoes, strong winds, hail, wildfires and flash flooding, which is responsible for more fatalities than any other thunderstorm-related hazard.

Lightning's risk to individuals and property is increased because of its unpredictability, which emphasizes the importance of preparedness. It often strikes outside of heavy rain and may occur as far as 10 miles away from any rainfall. Most lightning deaths and injuries occur when people are caught outdoors in the summer months during the afternoon and evening.

Familiarize yourself with the terms that are used to identify a thunderstorm hazard

  • A thunderstorm watch means there is a possibility of a thunderstorm in your area.
  • A thunderstorm warning means a thunderstorm is occurring or will likely occur soon. If you are advised to take shelter, do so immediately.

 Prepare Your Home

  •  Remove dead or rotting trees and branches that could fall and cause injury or damage during a severe thunderstorm.
  • Secure outdoor objects that could blow away or cause damage.
  • Shutter windows and secure outside doors. If shutters are not available, close window blinds, shades or curtains.


Power outages can happen at any time, not just during Thunder and Lightning Storms, and can last for hours or even days.  It is important to always be prepared for a power outage. The following list will help you prepare your home and family for when a power outage strikes.

  •  Fill plastic containers with water, leaving about an inch of space inside each one for the frozen water to expand. Place the containers in the refrigerator and freezer. This chilled or frozen water will help keep food cold for several hours if the power goes out.
  • If you use medication that requires refrigeration, most can be kept in a closed refrigerator for several hours without a problem. If unsure, check with your physician or pharmacist.
  • Back up computer files and operating systems. Consider buying extra batteries and a power converter if you use a laptop computer.
  • Turn off all computers, monitors, printers, copiers, scanners and other electronic devices when they are not being used.
  • Get a high-quality surge protector for your electronic equipment.
  • If you have an electric garage door opener, find out where the manual release lever is located and learn how to operate it.
  • If you have a telephone at home or at work that requires electricity to work (such as a cordless phone), plan for alternate communication, including having a standard telephone handset, cellular telephone, radio or pager.
  • Keep your car fuel tank at least half full because gas stations rely on electricity to power the pumps.
  • Remember that equipment such as automated teller machines (ATMs) may not work during a power outage, so make sure you have extra cash at home.
  • Know if you live in an area that has rolling blackouts. A rolling blackout occurs when a power company turns off electricity to selected areas to save power. The blackouts are typically for one hour, then the power is restored and another area is turned off. Hospitals, airport control towers, police stations, and fire departments are often exempt from these rolling blackouts. They can happen at any time of day and may affect the same area more than once a day.

With the recent Hazardous Material response in South San Francisco which ended up being an ammonia leak at the Columbus Salami plant, we wanted to you to be informed about Hazardous Material Spills/Chemical Leaks for September.

A chemical spill or leak is the release of a toxic gas, liquid or solid that can poison people and the environment.

Possible Signs of Chemical Threat

  • Many people suffering from watery eyes, twitching, choking, having trouble breathing or losing coordination.
  • Many sick or dead birds, fish or small animals are also cause for suspicion.

If You See Signs of Chemical spill or leak: Find Clean Air Quickly

  • Quickly try to define the impacted area or where the chemical is coming from, if possible.
  • Take immediate action to get away and call 911.
  • If the chemical is inside a building where you are, get out of the building without passing through the contaminated area, if possible.
  • If you can't get out of the building or find clean air without passing through the area where you see signs of a chemical spill or leak, it may be better to move as far away as possible and shelter in place.  
  • If you are outside, quickly decide the fastest way to find clean air. Consider if you can get out of the area or if you should go inside the closest building and "shelter-in-place."

If You Think You Have Been Exposed to a Chemical

If your eyes are watering, your skin is stinging, and you are having trouble breathing, you may have been exposed to a chemical.

  • If you think you may have been exposed to a chemical, strip immediately and wash.
  • Call 911
  • Look for a hose, fountain, or any source of water, and wash with soap if possible, being sure not to scrub the chemical into your skin.
  • Seek emergency medical attention

On June 11, 2009 the H1N1 (swine flu) was officially declared a pandemic flu so for August we would like you to Be Informed about Pandemic Flu and Flu Awareness. You should know both the magnitude of what can happen during a pandemic outbreak and what actions you can take to help lessen the impact of an influenza pandemic on you and your family. recommends the following checklist that will help you gather the information and resources you may need in case of pandemic flu.

Plan for a pandemic:

  • Store a two week supply of water and food. During a pandemic, if you cannot get to a store, or if stores are out of supplies, it will be important for you to have extra supplies on hand. This can be useful in other types of emergencies, such as power outages and disasters.
  • Periodically check your regular prescription drugs to ensure a continuous supply in your home.
  • Have any nonprescription drugs and other health supplies on hand, including pain relievers, stomach remedies, cough and cold medicines, fluids with electrolytes, and vitamins.
  • Talk with family members and loved ones about how they would be cared for if they got sick, or what will be needed to care for them in your home.

Limit the spread of germs and prevent infection both during a pandemic and during regular flu season:

  • Avoid close contact.
    • Avoid close contact with people who are sick. When you are sick, keep your distance from others to protect them from getting sick too.
  • Stay home when you are sick.
    • If possible, stay home from work, school, and errands when you are sick. You will help prevent others from catching your illness.
  • Cover your mouth and nose.
    • Cover your mouth and nose with a tissue when coughing or sneezing. It may prevent those around you from getting sick.
  • Clean your hands.
    • Washing your hands often will help protect you from germs.
  • Avoid touching your eyes, nose or mouth.
  • Germs are often spread when a person touches something that is contaminated with germs and then touches his or her eyes, nose, or mouth.
  • Practice other good health habits.
    • Get plenty of sleep, be physically active, manage your stress, drink plenty of fluids, and eat nutritious food.

This July we would like you to Be Informed about Fires. According to FEMA, more than 4,000 Americans die and more than 20,000 are injured as a result of fires - many of which can be prevented. Preparing your home is the first step in surviving and preventing fires. Installing properly working smoke alarms decreases your chances of dying in a fire by 50 percent. Place smoke detectors on every level of your residence - placing them outside each bedroom (on the ceiling or high on the wall), at the top of open stairways, at the bottom of enclosed stairways, and near (but not in) the kitchen. Test and clean your alarms once a month and replace batteries at least once a year - a good way to remember this is to change the batteries when you change your clocks for day light savings time. It is important to know what to do during a fire - do not waste time gathering valuables or making phone calls. Fires can spread quickly and become life threatening in 2 minutes and engulfing a residence within 5 minutes. Review escape routes with your family and practice escaping from each room. Make sure windows are not nailed or painted shut and consider escape ladders if your residence has more than one level. Remember to teach family members to stay low to the floor (where the air is safer in a fire) when escaping a fire.

For the next 7 months (June - December) our tip of the month is - Be Informed. Each month we will provide you with information on a specific emergency/disaster that could happen in Brisbane and how to prepare for them. For June, we want you to be informed about Extreme Heat. With the summer months approaching it is important to know what to do when a heat wave hits the Bay Area. Centers for Disease Control and Prevention (CDC) suggest the following tips to prevent Heat Related Illnesses:

  • Drink more fluids (nonalcoholic); regardless of your activity level. Don't wait until you are thirsty to drink.
  • Don't drink liquids that contain alcohol or large amounts of sugar.
  • Stay indoors and, if possible, stay in an air-conditioned place.
  • Wear lightweight, light colored, loose-fitting clothing.

  • Install window air conditioners snugly, insulate if necessary.
  • Check air conditioning ducts for proper insulation.
  • Weather strip doors and sills to keep cool air in.
  • Cover windows that receive morning and afternoon sun with drapes, shades, awnings, or louvers.

The April tip of the month is - Make a Plan. Your family may not be together when a disaster strikes. It is important to plan in advance and consider the following questions: How will you contact one another? How will you get back together if you are separated? Even if your family is together, you need to have a plan - whether it's an evacuation plan or a shelter in place plan. Spend one weekend and put your plan together. Use the Online Family Emergency Planning Tool to help guide you through your emergency plan. It is always better to be prepared for the unexpected than caught in the middle of a disaster with no plans.

This year, Brisbane Office of Emergency Services is going to provide simple ideas on how to "Get Ready" in response to the U.S. Department of Homeland Security's Ready Campaign for 2009. Each month we will provide simple ideas on how you can prepare yourself, your home and your family. In the months to come, we will provide ideas on how to get a kit, make a family plan, and be informed.

The March tip of the month is - Get an Emergency Kit. City Hall has emergency preparedness kits at the Public Works/OES Counter for $52.00. A local Brisbane Company specializes in Emergency Preparedness and Supplies; if you are interested in purchasing emergency kits in bulk for your business/home/employees you can contact Med Life Services at 415.468.8733.

Resolve to be Ready in 2009

With the New Year approaching, the U.S. Department of Homeland security’s (DHS) Ready Campaign is reminding American’s to Resolve to be Ready in 2009. Resolve to be Ready is a nationwide effort designed to encourage individuals, families, businesses and communities to take action and prepare for emergencies in the New Year.


Being Ready for emergencies can be an easy new year’s resolution to keep by following the Ready Campaign’s three simple steps: 1) Get an emergency preparedness Kit; 2) Make a family emergency plan; and 3) Be informed about the types of emergencies that can happen in your area and their appropriate responses.


By taking these three steps – in particular having an emergency preparedness kit both at home and in the car – Americans will be prepared for winter mainstays like power outages and icy roads. Each of these kits should include basic necessities such as water, food, and first aid supplies to help you survive if you are without power or become stranded in your vehicle. You can also visit the OES Specfic Disaster's section to learn about potential disaster's and how to prepare for them.

Click It or Ticket Aims to Boost Seat Belt Use


The Brisbane Police Department will be aggressively enforcing the state’s occupant protection laws as part of California’s 2008 Click It or Ticket mobilization, taking place May 12-June 1. The campaign relies on heavy enforcement and public education as a means to help California achieve the highest seat belt use rate in the nation.  California currently has the nation’s fourth highest seat belt use rate at 94.6 percent.


“We want to make sure that all drivers and passengers buckle up on every ride, day and night,” said Police Chief Thomas Hitchcock.  “Our officers will be on the lookout for those who are not buckled up and for teens and children not riding properly restrained. We will not accept excuses or give warnings.  It’s Click It or Ticket.” 


California has a primary seat belt law which requires that every passenger in the car, including the driver, is required to wear a seat belt at all times.  If stopped and found to be in violation, law enforcement will issue citations without warning.  Tickets for first seat belt violations range from $80 to $91 for adults and $330 to $401 for children under age 16, depending on the county.

A series of home burglaries have been reported in the past few weeks, leading Brisbane Police to urge residents to be on the lookout for suspicious people, cars, and activity. All of these incidents involved homes where doors and windows were left unlocked, thus allowing someone to enter the home with little effort. In some of these occurrences, light, easy-to-carry items have been taken. These episodes have occurred both during daytime and nighttime hours.

Most suspects committing this type of crime are not skilled professionals, and they will take advantage of an easy target when given the opportunity. Don’t make it easy for them. Please lock your windows and doors when you are not at home and check that your windows and doors are securely locked before you go to bed at night. Remember, you are the eyes and ears of our community and we depend on you to call the police when you see or hear something that is out of the ordinary. The number to call would be Police Dispatch, by dialing 9-1-1 .

Below are some Burglary Prevention Tips worth your review:

1. Lock your doors every time you leave the house, even if it’s just for a few minutes during the day. The most popular times for residential burglaries are weekday daylight hours. In over 1/3 of burglaries, there is no forcible entry--someone forgot to lock the doors.

2. Keep garage doors closed and locked.

3. Secure sliding doors and windows. Cut a broom handle to the length of the bottom track so that the window or door will not slide open when forced. Also, drill one hole through both casings and sliding window and insert a nail or pin.

4. Mark or take photos of your property. Mark your valuables with an engraver or take photos of them. Doing this protects your property and serves as a deterrent to would-be burglars and it helps police in identifying and returning stolen property. Make a property identification list. Put warning stickers on doors and windows.

5. Purchase a burglar alarm. A home alarm system can be a very effective burglary deterrent and fit into many people's needs. Remember to test your system monthly.

7. Leave a light on. When leaving on trips, leave a light on in the bathroom. In the bedroom, attach a lamp and radio to a 24-hour electric timer set to go on at dusk and off at your bedtime. Close bedroom drapes or blinds.

8. Use proper exterior lighting. Place a light over every door. Install double cone lights on each corner of the house, as this will also light up windows.

9. Work together with your neighbors. When you are going to be away, tell trusted neighbors and ask them to watch your property. Contact the police department and request a house check of your residence while you are gone. Have someone pick up your newspapers and mail or place a hold on these services while you are away. Tell neighbors to call police if they notice anything suspicious.

10. Contact your police department if you hear or see anything unusual by calling Police Dispatch at 911 .

If you are an individual or business and would like to support the 911 Cell Phone Bank program by donating your old cell phone, we will have a collection spot located in Brisbane City Hall.

The Brisbane Police Department will have the capability of giving a phone to those who need it.  These phone will be 911 accessible only and will have no other features attached.  We hope to provide the 911 accessible phones to the elderly and to victims of crime.

Report Drunk Drivers – Call 911
California’s annual holiday DUI crackdown held throughout the month of December is upon us.  The Brisbane Police Department calls for your participation in this life saving campaign to help deter impaired driving and remove drunk drivers from our roadways.

We are promoting the use of the 911 emergency phone number, calling on motorist to report drunk drivers.  You can expect to see messages to “Report Drunk Drivers – Call 911” on Caltrans Amber Alert signs, via radio advertising and in the media.  We are asking that you do your part to prevent alcohol related injuries and fatalities.

If you see a drunk driver on the road, call 911.  Provide law enforcement with the exact location, vehicle make, model and license plate number if possible.  One call could save a life!

Information about registered sex offenders is now available at the Megan’s Law Internet Web Site in a total of 12 different languages.  The languages provided are: Arabic, Armenian, Chinese, English, Japanese, Korean, Portuguese, Punjabi, Russian, Spanish, Tagolog, and Vietnamese.  As a result, the Web Site better serves California’s diverse ethnic community.  The translations are available via a drop down list in the top right corner of the Web Site’s welcome page.  The welcome page is located at: .  Simply click on the arrow on the right side of the drop down list and select the preferred language.

You don’t have to spend a whole lot of time in Brisbane to realize that parking in the residential areas is limited.  Understandably, citizens take a very personal interest in the vehicles they see parked in their neighborhood and how they are parked.  As a result, the Brisbane Police Department responds to numerous complaints about “abandoned” and “illegally” parked vehicles every day.  Often these complaints end up being a matter of personal preference rather than a matter of law where the police can take legal action.  In those cases where the law does not apply, we are more than happy to attempt to mediate the problem between the parties involved.

To help you determine if your parking issue is one where legal action should be taken or if mediation would be a solution, we have put together the following facts to take into consideration:

Parking in front of your residence:
Unfortunately, we have no legal or inherent right to the parking spaces in front of our homes.  Parking on city streets is available to anyone, whether or not they reside on our street or not.    

People who own several vehicles:
We realize that there are a great deal of residents that own numerous vehicles without adequate off street parking, or have chosen to use their garages or driveways for other purposes.  Although this fact is unfortunate and inconsiderate to others in the neighborhood, we have no legal authority to remove these vehicles if legally parked on a city street and driven on a regular basis.

Vehicles stored on the street:
There are two municipal codes that govern vehicles parked or stored on the street.  One allows for vehicles to be towed as abandoned after being marked as such for 72 hours.  The other allows for a vehicle to be cited if it can be determined that the vehicle has been stored on the street for more than 5 consecutive days. 

We receive numerous calls each day for “abandoned” vehicles when someone spots a vehicle that they don’t recognize.  We find that often times these vehicles are being parked there temporarily due to construction or road work in another neighborhood, or simply because parking was unavailable on an adjacent street.  In either case we make concerted efforts to locate the owner by way of a neighborhood check or by phone before taking enforcement action.

Community Mediation
The Brisbane Police Department offers conflict resolution and mediation through the Peninsula Conflict Resolution Center (PCRC).  More information about using PCRC.

Parking Permit Program
The city offers a Residential Parking Permit Program for those citizens that want to regulate parking in their neighborhoods.  This program is initiated by the citizens in the neighborhood in which the permit program is to be put into place.

Police Intervention
The police department will respond to any and all calls for service.  If you see a vehicle that you believe to be illegally parked please call us.  Please leave your name and phone number with the dispatcher.  This allows us to contact you with any questions or to advise you of what we were able to do to resolve the problem.  We receive a lot of “anonymous” calls.  Without your name and phone number, we are unable to resolve the issue if it turns out to be one that requires mediation or enforcement action.   

Parking issues can quickly turn great neighbors and neighborhoods into a war zone of Hatfield and McCoys.  Please be considerate of one another when parking your vehicles.  Consider getting to know your neighbors and speaking with them when a problem arises.  We are surprised how many times we respond to a problem and find out that the people involved have never talked despite the fact that they live right across the street from each other. 

Whatever the case, we are here to help.  If you do call us regarding a problem you can be assured that we will do everything that we can to resolve the problem. With the parking the way it is in town, we ask for your patience in dealing with these issues.

The Police are asking for your “EYES and EARS”

Over the past few months we have had an increase of minor “opportunist” crimes in the residential neighborhoods.  These crimes usually involve the theft of some loose change or misc. personal items taken from unlocked vehicles.  Recently however, it appears that this trend may have escalated to involve the theft of a resident’s handicap van.

Brisbane is without a doubt a very safe place to live and the police department is dedicated to keeping things that way.  This doesn’t mean that there aren’t those out there that want to change this.  No matter how attractive the notion is of being able to leave your doors and windows unlocked, we live in a world where these actions will be taken advantage of by people looking for this type of opportunity.

We would like to remind everyone to please lock your vehicles when unattended, and to secure your homes, even when at home.

More importantly, we ask that you keep your eyes and ears open to what’s going on in your neighborhood.  Nobody knows better than you if something looks suspicious.  If something or someone gets your attention, give us a call immediately by dialing 911.  Don’t be shy.  The police department will never criticize you for reporting what you honestly believe to be a problem or suspicious activity.  You know the saying; “Better safe than sorry.”

Airsoft guns/paint guns

Airsoft guns/paint guns are apparently the newest fad with our young people.  I have received several calls from concerned parents, whose children pressure them to buy these guns, “Because everyone is getting them.”  The argument is also that they are safe to shoot in backyards. 

It is illegal for anyone, adult or child to discharge them within the City Limits of Brisbane.  It is also illegal for them to be loaded while they are being carried within the city.  Finally, it is illegal for anyone under 18 to purchase the weapons or their ammunition.

We at the police department strongly urge all parents to refrain from getting their children these weapons.  We also urge anyone who has already purchased the weapons to supervise their children’s use of the weapons and to insure that any discharge is done outside of Brisbane.  We are hoping for 100% cooperation regarding these guns, but we will enforce the law.

The Brisbane Police Department is warning vehicle drivers and passengers that officers will be issuing tickets to persons not wearing seat belts from May 16 through June 5 that includes the upcoming Memorial Day Weekend.  Although officer will issue seat belt tickets anytime a violation is observed, this special enforcement period is a part of the National “Click it or Ticket” Campaign. 

While officers will be writing tickets, compliance with the law, saving lives and preventing injuries is the goal.  The 1,343 vehicle occupants killed in California crashes in 2002 who did not wear their seat belts had one thing in common:  they did not believe that it could happen to them!  Taking the few seconds to buckle a seat belt is the most effective thing a person can do to save their life.

California courts are serious when children under 16 are not properly secured in a vehicle.  If cited, drivers may receive one “point count” on their driving record, with a maximum fine for a first offence of $340, which increases to $871 for a second offence.  The maximum fine for a person 16 and older is $89 for a first offence and $191 for a second offence.  These amounts pale in comparison to the costs to society for each death or injury that could have been prevented by wearing a seat belt.

The 2004 California Seat Belt Use Survey revealed that 90.4% of vehicle occupants wear their seat belts.  That leaves 3 million people who do not buckle up on California roadways with a strong chance or receiving a seat belt ticket during the 3 week campaign.

So as the summer travel season kicks into gear, do the right thing and buckle up.  Of you don’t, it could cost you.

The Brisbane Police Department received a new police motorcycle as part of the Comprehensive County Wide DUI Traffic Enforcement/Education and Seat Belt Safety Program.  The Daly City Police Department was awarded $910,000 by the Office of Traffic Safety (OTS) to administer the grant which includes participation from 19 other police departments throughout the county.  In addition to receiving new equipment, grant participants will conduct 96 separate traffic safety operations during the next year including strike teams for seatbelt, red light, speed enforcement, and DUI Checkpoints.

Megan’s Law – Information about registered sex offenders is now available on the internet.

As a result of a new law, the Attorney General has opened a website that will provide you with access to information on more than 63,000 persons required to register in California as sex offenders. Specific home addresses are displayed on more than 33,500 offenders in the California communities; as to these persons, the site displays the last registered address reported by the offender. An additional 30,500 offenders are included on the site with listing by ZIP Code, city, and county. Information on approximately 22,000 other offenders is not included on this site, but is known to law enforcement personnel.

This website indicates that many of these registrants are currently in violation of their registration requirements. Any information you may have on these individuals should be reported to your local law enforcement.

If you conduct a search for the city of Brisbane, you see that there are 3 offenders listed.  Two of the 3 registrants are in violation of their registration requirements and have not lived in the city for over 7 years.
