The City of Brisbane's Emergency Operations Plan (EOP) defines the scope of preparedness and incident management activities. The EOP describes organizational structures, roles and responsibilities, policies, and protocols for providing emergency support. It is designed to be consistent with Homeland Security Presidential Directive (HSPS-5), the National Incident Management System (NIMS), the California Standardized Emergency Management System (SEMS), and Incident Command System (ICS) requirements.

Volume 1 - Section 1 contains Emergency Operations Center (EOC) guidelines and checklists including section checklists for management, operations, planning, logistics, and finance. It also contains EOC staffing guides and organizational charts.

Volume 1 - Section 2 consists of detailed reports and information that will be used by EOC personnel in performing tasks within the EOC. Such reports include EOC action plans, after action reports, emergency proclamations, situation reports, and damage assessment reports.

Volume 2 provides supplemental detailed information to the Basic Plan, threat summaries and assessments, and recovery categories and procedures for federal, state, and local jurisdictions. It also contains a glossary of terms for both Volume 1 and Volume 2 of the EOP; including acronyms and abbreviations.
